Most belts that are not tensioned correctly make a noise when first used, as engines warm up the metal expands and hence something that happens on start up may not happen when the engine is warm. I don't think I know of any car with a belt driven starter motor - the torque loads are immense when starting an engine. Belts are used for alternators, aircon compressors, mechanically driven fans, etc. Second the advice about checking the belt tension though.
