I don't know how many major companies operate in France but the US market is pretty much an oligopoly now with 3 firms controlling a whopping 94% of the market! I hadn't realised until someone pointed out to me that Dollar (Thrifty) had merged with Hertz and when I went to look there was a mass of articles about how the US car rental market is stitched up these days. Maybe you already tried, but the VPN trick to hide your country often works on rental cars, or so I'm told, not tried myself, might be worth spoofing a French location to see how that affects the price?
