Mk IV relay plate question

I was looking at my fusebox today and there are the normal row of relays along the bottom (just above the terminal bolts at the bottom) - all accounted for from the wiring diagram I have seen:

1 =53=Dual tone horn

2=100=Xcontact relief relay

3 = vacant

4= 409 = fuel pump relay

V & VI = 192 =wiper relay with rain sensor

I notice however that the position 3 has all the terminals already wired up!

Anyone know what this spot is for?

I have a "euro spec" R32 with Xenons.

PS...um thanks mods for having me drive(?) a Ford "Siesta"
