I'm used to the standard nipple ones, on my previous cars, which you could adjust with a pin. These are mounted under the bonnet lip, very hard to see what's going on... I don't have a Passat anymore so I cant physically check but it should be possible to insert an needle in the offendng jet and gently adjust it to a better aim. As I say I can't check this but I have done it before on another car. Don't be rough with it though as you run the risk of making the hole wider which will reduce the water pressure resulting in a weaker spray.
