Mine's probably about 5mm higher all round than the one in the pic, so I would say that car has been lowered about 25-30mm all round. You could lower the car that much using Koni, KW, Bilstein or any other array of lowered suspension setups. Looking at the back, it's more than likely got adjustable tie-arms on it and wheel spacers on the back as well. Never heard the expression "looks dope". What part of the country you from njay..? "Book" is from TXT speak - if you type "cool" in a txt msg on a Nokia phone, the first predictive word it comes up with is "book". A lot of my kids friends use it.
