The crucial quote seems (to me) to be "It is in the interest of the Land Rover business to do this". Here in the UK, we are well aware of the difference between Rover and Land Rover. But that is not necessarily the case everywhere, and Ford are no doubt aware that the existence of a separate Rover brand may cause them difficulties in enforcing the Land Rover trade mark. It had such a bad reputation by the end of it's life, and I can't imagine how any company could turn that around in a cost effective manner....
