2001 Megane 1.6 16v performance upgrades

Hi, just wondering how easy it is to get an extra 15hp out of this car, without loosing reliability or much economy without spending ridiculous amounts of money.

Also does anyone know the reason why cars from 20 years ago like the old 1.6 civics make so much more power than nowadays, the old civics used to make about 160hp, i realise emissions has something to do with this but surely it isnt making 50hp difference?
