Timing Belt Issue?

Hi, I have an A3, AGN engine code, 123,000 on the clock 1997 model.....mark 1 i believe.

I have a problem with the timing belt tensioner. I changed the belt along with the tensioner roler, idler and water pump about 6-8 weeks ago and since the change not had a problem. I have not got movement in the belt when its going round. I turned the engine off asap as dont want damaged head, valves etc.

I think its the hydraulic tensioner thats playing up as I may have installed the roling part slightly wrong or it may be another thing/part thats gone wrong independantly??? I followed the destructions as in the Haynes manual and other info i found on the net and thought it was sorted.

Anyone got any ideas?? would be much appreciated.
