Take it to a 4WD rolling road. They will be able to run it up and watch whats happening.

Could be powdercoat, then powdercoat clear on top? Nitromors will bring it off. £200 max to get them redone at your local backstreet powdercoater. I use CAS in Leeds/Bradford

Ask them to take a look at the rim edge whist the wheel is on the balancer. You need to check for out of round or buckling. Also look at the tread area of the tyre as it is spinning slowly to check for tyre distortion, I have had Bridgestones that have ended up out of true as the casing has started to fail.
