The only thing which can affect the turbine spinning is the bearings it actually runs on. If the wrong oil (or no oil) has been used they could get siezed up and need a rebuild with new bearings to repair the unit. The only other possibility is that the turbine vanes are so coked up that they're catching, but this would mean that the inside of the turbo would be full of coke and crap, and I presume you'd see some evidence of this either in the hole where you looked or out the back of the exhaust.

Ive got a turbo of a 130bhp passat which has done 80k miles if your interested. If you could find the part number of your turbo i could see if its the same or give me your chassis number and ill look the number up. Nothing wrong with the turbo done 80k motorway miles.

Some TD 110s had a problem of stalling while coasting to a standstill from about 15 mph in neutral. The cure was to replace the ECU, but if the car was a personal import out of its 12-month pan-Euro warranty, the owner had to pay. This problem now seems to be coming back on high mileage TDI 110s. VAG acknowledges a fault with the ECU (038 906 018 BM) and specifies an upgraded unit (038 906 018 GQ) at £695.00 + VAT. According to VAG technical, this problem will eventually occur with all ECUs of this part number, so a second hand part may only be only a short term cure
