I've seen it mentioned on the Bungie.net forums. Ignored it at the time, but apparently its designed to add borders during split screen mode. I think its something to do with keeping the framerate up. Will try to find the thread. [Nope no luck. They seem to be having problems with the forum searches. There are however numerous posts about it and several suggested reasons for it e.g. framerate, retaining aspect ratios, etc. Couldn't find an official word from Bungie themselves, but its clearly an issue with the game and not your setup.
