This is contained in a DVLA consultation document entitled DVLA Consultation on Fee Proposals (Driver licensing and Vehicle Registration) April 2006. (Download the PDF) Evidently some bright spark somewhere in Government thought “MOTs are exempt from VAT, there’s no tax and there are 25 million of them a year, and the mechanism is already in place to collect – what a convenient way to raise more money!” Make no mistake, this is a new stealth tax, and once implemented is bound to rise regularly. This will certainly discourage those who are 1/2 minded not to get their car MOT'd anyway. Either way I'd be interested in hearing the source of their facts particularly the one showing public transport as dangerous. Also they clearly haven't been to Croydon recently to see the effect of the tram system there or inspected the books which demonstrate that it - as with most tram systems - is spectacularly loss making. The DVLA on the other hand has a remit that revolves solely around motorists which means as they are dealing with the most evil criminals in the known universe (yes more evil than darth vader) then they need more money to ensure thay can better prop up a department with no responsibilities to show value for money because at the end of the day they are fleecing motorists and that is a good thing. [/ QUOTE ] To fund the VOSA vans that have appeared in great numbers overnight, plus I'm sure the networked cameras every 300m of every motorway and trunk road "to fight terrorism and organised crime" won't come cheap either. This is what you get with the 'Big government' model - tax and spend is inherent and can't be avoided when a party's core beliefs are that the State has to take as much responsibility as possible away from individuals.
